What is eCWT Portal?

 

The eCWT Portal provides Globe Telecom customers an automated processing of EWTs, wherein, customers are given the opportunity to access online (in the comfort of their homes/offices) the creation and submission of the CWT as part of their bills payment to Globe, Innove, and Bayan.

Why should we use eCWT Portal?

eCWT Portal replaces the manual submission of hardcopy BIR Forms - 2307. Customers can submit their electronic BIR Forms 2307 which be posted as payments to the accounts, real-time.

Benefits of using eCWT Portal;

1. Improved submission experience of BIR(2307) certificates via online portal anytime, anywhere.
2. Real-time posting of EWT payments.
3. Submissions are all paperless (saves cost for courier and/or paper printing costs).
4. Capitalized on the latest Information Technology trends within the bounds of e-Commerce Act of 2000 and BIR Revenue Memorandum Circular 121-2019.

What if my bill computation does not match data in the ECWT portal?

The eCWT Portal shows your current charges exclusive of taxes (value-added tax and overseas communication taxes). Common difference are as follows:

Common variances
1. If bill summary amount includes previous charges
2. If bill summary amount includes taxes (value-added tax and overseas communication taxes).

In case you encounter disrepancies in the computation, you may proceed with the "Upload your own breakdown" option.

We recommend to use the bulk upload filing if you are preparing for more than 10 accounts.

Yes, the preparer and approver can be the same user. However, user should have different email address for each role.

B. Registration
How do I register to the eCWT Portal?

Go to the eCWT registration page then fill up registration form with required details and submit.

Notes:

1) Upon submission, you will receive an email notification containing the details of your request.

2) Users will have to wait for 1-2 working days for the log in credentials

A: Yes. You need to register the companies separetely. 1 Registration = 1 Company TIN

Can PEZA Companies submit CWT's via the eCWT Portal?

PEZA Entities are also Withholding agents and can submit BIR Form 2307 via eCWT Portal.

They are withholding two percent even though they are zero-rated in VAT.

C. Logging in to eCWT Portal
How do i log in to the eCWT portal?

If your  email address was assigned by your company SPOC  to be a preparer or approver, please check your email for a notification containing your log in details, 24 hours upon registration.

If you expect to receive an email credential but didn't get any, coordinate with your SPOC for the correct email address or submit an incident ticket in the eCWT portal.

Is it safe to upload my e-signature?

Yes.

The e-signature is in compliance with BIR's RMC no. 29-2021 wherein the BIR allowed the use of electronic signature on certain BIR forms inclusing BIR Form 2307 and supported by e_Commerce Law and Globe's Data Privacy. What format ofĀ  e-signature should i follow?

You may do the following:

1. Use an electronic signature device

2: Draft your signature in a software application and save a screenshot

3. Draft a signature in a paper and take a clear picture.

 

Ideal e-signature specifications:

1) In .png format or .jpeg format (Image format)

2) 1 signature only

3) Signature image size: 2 inches in width and .5 inches in height

 

E-signature's definition based on e-Commerce law and RMC no. 29-2021:

"Electronic signature" refers to any distinctive mark, characteristic and/or sound in electronic form, representing the identity of a person and attached to or logically associated with the electronic data message or electronic document or any methodology or procedures employed or adopted by a person and executed or adopted by such person with the intention of authenticating or approving an electronic data message or electronic document.

D. Adding Preparer and Approver
Can I add another colleague who is also a CWT/FVAT preparer or approver?

You can register your colleague using the Add User module in the eCWT Portal. However,  you can only add the new preparer or new approver under the Company TIN you are registered on.

What do I do if I have a large number of Unfiled accounts shown in the portal?

Please disregard if :

  1. You have already filed manual CWTs to avoid double posting. 

  2. You have filed via the Portal, but with Variances as the difference will “float” in the dashboard.

I have an incomplete set of accounts in the eCWT portal, can I add some accounts before submitting eCWT?

The portal will generate the list of your company's registered accounts. In case you encounter missing accounts, you may proceed with the "Upload Your Own Breakdown" option as seen in the portal.

Also, kindly submit an incident ticket and provide these missing accounts to update your dashboard.

Can I remove some accounts before submitting eCWT?

Yes, you may remove accounts before submitting eCWT.

 

For Single Filing, you may unselect account number in the list.

For Bulk Upload, you may delete the row of the account number in the excel file (template).

Yes, as long as the billing period is not yet expired or fully submitted. The system only accept submission of eCWT/FVAT until the following dates:

Can I select accounts for filing?

Yes, however, if you will be selecting more than 10 account numbers, we recommend you use the bulk file (Excel) and remove the accounts that will not be withheld or leave it with zero (0) values.

Do I need to manually compute for the Tax Withholding Amount?

For Globe's Single Filing, amounts are auto-computed based on the Tax Rate (ATC) and gross amount of EWT (Net of VAT) while in Bulk Upload, you have to compute the breakdown based on the indicated Tax Rate (ATC) and the remaining balance.

For Innove and Bayan, You may refer to the template provided which allows you to input your computed Tax Rate.

What are the actions that will invalidate your eCWT Bulk File?

1. Gross amount of Tax withheld is higher than the current billed amount net of taxes (VAT & OCT).

2. Inputting invalid Account Number.

3. Placing an invalid ATC

4. Special characters or any input that does not follow the format of the bulk file.

5. Inputting negative amount

6. Excel version should be [2017 and up]

Yes. Once approved, please click the "Approved" In the Dashboard > scroll down to select Reference Number > a new tab will open > scroll down and click the "View Approved Form" in the upper right and click the down arrow to download the 2307.

Will I receive notification when my CWT is ready to be submitted?

Yes, you will receive emails every billing cycle. Also, there will be follow-up notifications to remind you to completely file unsubmitted or partial eCWT.

The system will validate all accounts back-end and will revert within 24 hours. An email notification will be sent to you when the validation is done.

Is Overseas Communication Tax (OCT) subject to EWT? What shall be the tax base?

OCT is not subject to EWT. The tax base shall be the amount paid less of overseas communication tax.

You can click “Proceed” and continue filing. But it is highly recommended to check your records and previous filing if this may result to duplicate filing, as duplicate posting that may need correction.

What date will I enter in Bill Period in the Excel Template after I download it to file eCWT?

1. Globe - Bulk Upload = Date will be pre-generated based on the selected month.

2. Globe - Upload your Own Breakdown = Should be the last day of the bill run.

For example, if the bill run is from Jan 1 to Jan 31, 2021 (Bill To). Date indicated should be 2021-01-31.

3. Innove/Bayan = same w/ line 2.

What is my eCWT account given the Account Number parameters you have?

This is applicable only when using Upload your own EWT process. Here are the starting numbers and no. of digits for the account number parameters per eCWT Payee:

Starts with 1, 6, 8 but 9 digits - Innove 
Starts with 9, but 9 digits - Innove 
Starts with 7, but 9 digits - Bayan
Starts with 1-9, but 8-10 digits - Globe

You will receive email notification of eCWT/CVAT approval. Click the link provided in the email. If you did not receive email notification, please check SPAM mailbox; otherwise, submit an incident ticket in the eCWT portal to check the status of submitted eCWT.

Or you may proceed in the homepage and click For Approval. You will be directed to the approval page, click the Reference Number of the request then click Approve/Reject
